DAILY ROUTINE OF BUSINESS

Introduction and First Reading of Senate Public Bills

The Honourable Senator Kinsella presented a Bill S-13, An Act to assist in the prevention of wrongdoing in the Public Service by establishing a framework for education on ethical practices in the workplace, for dealing with allegations of wrongdoing and for protecting whistleblowers.

The Bill was read the first time.

With leave of the Senate, The Honourable Senator Kinsella moved, seconded by the Honourable Senator Atkins, that the Bill be placed on the Orders of the Day for a second reading at the next sitting.

The question being put on the motion, it was adopted.

Reading of Petitions for Private Bills

The First Report of the Examiner of Petitions for Private Bills was tabled (Sessional Paper No. 2/36-181S) and reads as follows:-

Pursuant to Rule 107(2), the Examiner of Petitions for Private Bills has the honour to present his

FIRST REPORT

Your Examiner has duly examined the following petition and finds that the requirements of the Rules of the Senate have been complied with in all material respects:-

Of Board of Elders of the Canadian District of the Moravian Church in America, of the City of Edmonton in the Province of Alberta; praying for the passage of an Act to amend the Act of incorporation of the Board of Elders of the Canadian District of the Moravian Church in America.

On Wednesday, November 24, 1999, the Standing Committee on Privileges, Standing Rules and Orders, in accordance with Rule 108, recommended the suspension of Rule 106 in connection with a proposed private bill intituled: "An Act to amend the Act of incorporation of the Board of Elders of the Canadian District of the Moravian Church in America".

This recommendation was agreed to by the Senate on Tuesday, November 30, 1999.

The Honourable Senator Taylor presented a Bill S-14, An Act to amend the Act of incorporation of the Board of Elders of the Canadian District of the Moravian Church in America.

The Bill was read the first time.

The Honourable Senator Taylor moved, seconded by the Honourable Senator Finnerty, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, December 7, 1999.

MOTIONS

The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Beaudoin:

That the Standing Senate Committee on National Finance be empowered to examine and report upon the expenditures set out in the Estimates for the fiscal year ending March 31, 2000; and

That the Committee present its report no later than March 31, 2000.

In amendment, the Honourable Senator Robichaud, P.C. (Saint-Louis-de-Kent) moved, seconded by the Honourable Senator Hervieux-Payette, P.C., that the motion be amended by adding, after the words "Estimates for the fiscal year ending March 31, 2000", the following:

"with the exception of Fisheries and Oceans Votes 1, 5 and 10;
That the Standing Senate Committee on Fisheries be authorized to examine the expenditures set out in the Estimates for Fisheries and Oceans for the fiscal year ending March 31, 2000; and

That the Committee report no later than March 31, 2000.".

After debate, The Honourable Senator Corbin moved, seconded by the Honourable Senator Ferretti Barth, that further debate on the motion in amendment be adjourned until the next sitting.

The question being put on the motion, it was adopted. The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Beaudoin:

That the Standing Senate Committee on National Finance have power to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of the Committee's examination and consideration of such bills, subject-matters of bills and estimates as are referred to it.

The question being put on the motion, it was adopted. The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Beaudoin:

That the Standing Senate Committee on National Finance be empowered to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings.
